GLLEZL - Journal Import Ends In Error And The Log File For Request Is Empty (0 bytes)

GLLEZL- Journal Import
All Journal Import processes end in error ( they appear in red in the View Requests form) but when trying to open the log the following error is received and unable to review the log:
The log file for request XXX is empty (0 bytes).
The concurrent manager may have encountered an error while attempting to create this file
