When attempting to hire an employee using Applicant Hire the following error occurs.

ERROR: ORA-20001 Only one pending Concurrent Request is allowed for ARHDQMSS at any given time.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Manger Self Service
2. Applicant Hire
3. Query Applicant
4. Select the Applicant
4. Click on Hire
5. Click Next
Get Error ORA-20001 Only one pending Concurrent Request is allowed for ARHDQMSS at any given time
