ICD Plan Not Restricting By Annual Max When There are Multiple Entries Per Year

Goal
Requirement allow multiple submissions of the same ICD throughout the year, but annually, no employee should receive more than $900. This is for our Fitness Reimbursement plan.
I have defined the plan through quick setup and have min-max set, with a $900 max and ERROR set.
This works great to cap at $900 per request occurrence. However, employees can submit several times per year up to an annual limit of $900
For example:
a. First Submission for $250
b. Second Submission for $500
c. Third Submission for $200: WE WOULD LIKE TO ERROR as we have a $900/year maximum
Is there any method to enforce a $900/year limit?
