"RTI GB Update NI Category" Program Unable To Update NI Category For Employee.

When attempting to run "RTI GB Update NI Category" program the active secondary assignment (-2) is not updated due to the following error:
The issue can be reproduced at will with the following steps:
1. People -> Enter and Maintain;
2. Assignment -> Tax Information -> NI Details -> NI Category -> chose category;
3. Processes and Reports -> Submit Processess and Reports -> RTI GB Update NI Category -> Fill mandatory fields and select Validate and commit mode.
