Find that Scheme Contribution Rate History - Not reporting Contribution rate for Alpha employees - Penserver

We have tupe'd in employees in our system as of 01-APR-2015. These employees are on Alpha and PCSPS Schemes. The Scheme contribution rate is not being reported for alpha employees. We investigated the code and found the reason that for Alpha employees system looks at the old scheme as on 31-MAR-2015 . if that is not present it does not report the contribution rate value. As employees start in our system as of 01-APR-2015 there is no data as 31-MAR-2015. Please see the erroneous code below:

  ELSIF l_scheme_name = 'ALPHA' Then
  l_old_scheme_name := get_pen_scheme_memb( p_assignment_id => p_assignment_id ,p_effective_date => fnd_date.canonical_to_date('2015/03/31') ,
  p_tab_pen_sch_map_cv => g_tab_pen_sch_map_cv ,p_rec_ele_ent_details => l_rec_ele_ent_details );
  IF l_old_scheme_name = 'CLASSIC' THEN
  open csr_get_table_value('PQP_PCSPS_ALPHA_SCHEME_CONTRIBUTION_RATES','Classic Contribution Rate',l_new_value);
  fetch csr_get_table_value into l_st_percent;
  close csr_get_table_value;
  exception when no_data_found then
  l_new_percent := l_st_percent;
  Elsif l_old_scheme_name is not null Then
  open csr_get_table_value('PQP_PCSPS_ALPHA_SCHEME_CONTRIBUTION_RATES','Other Contribution Rates',l_new_value);
  fetch csr_get_table_value into l_st_percent;
  close csr_get_table_value;
  exception when no_data_found then
  l_new_percent := l_st_percent;
  End If;

 -- Steps
The issue can be reproduced at will with the following steps.

1) Create a new employee with the start date as '01-APR-2015'.
2) Enroll the employee in Alpha Scheme (NB, This is NOT a transfer from CLASSIC)
  The employee was a new joiner in the system as of 01-APR-2015 and was directly assigned to Alpha scheme and not transferred from classic.
3) Run the Penserver Interface Process with following parametrs:

Execution mode: Generate
Extract Type: Cutover
