After Cloning Error "FRM-92050 Failed To Connect To The Server" (Doc ID 2032413.1)

Symptoms

After cloning, cannot connect to Core Forms. The port is being used by applmgr (netstat -a | grep <port>). Relinking f60webmx and re-generated JAR files did not help. The problem also occurs when launching ..../dev60cgi/f60cgi directly

FRM-92050 Failed to connect to the server <host>.<domain>.coml:<port>

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Clone EBS Applications
2. Test EBS functionality on the Target environment.
3. Attempting to start a Core Forms Session fails with Error given above.
