SECONDARY_TRANSACTION_QUANTITY is null when transact move order > allocate > view/update allocations

EXPECTED BEHAVIOR

SECONDARY_TRANSACTION_QUANTITY is auto filled when allocate the move order line since the item is fixed dual controlled.
