One User Does Not See the Lines on a Modifier While Others Can Within the Define Modifiers Form (Doc ID 2032610.1)

Symptoms

Modifier is queried , the Header is visible but not the lines on the Modifier.
The issue is specific to one user , other users are able to see the Modifier details.
This happens for all the Modifiers.
The Modifier is global.

EXPECTED BEHAVIOR

Expect the Modifier details to be shown for all users when this is global.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Oracle Pricing Manager responsibility
2. Modifiers > Modifier Setup
3. Query for any Modifier and the lines are not shown for a specific user.
