R12: AP/CE: Unable To Create New Bank Branch - the "Country" Field Becomes Null

When attempting to create bank branch
the following error occurs.

A value must be entered for "Country"

The quick Select button does not work. When users manually enter the Country and Navigate to bank column, the country becomes NULL.

The issue can be reproduced at will with the following steps:
Create a bank branch

Try to select the country using quick select button. It does not work.

Manually Enter country
