Requisition Action History Shows No Action when using AME and Vacation Rule Delegate (Doc ID 2033169.1)

Symptoms

Using the Approval Management Engine (AME) and vacation rules:

1. Create a Vacation rule for any approver in an approval group.
2. Approve the Requisition from the delegated person.
3. Find the Action history shows that no one has approved the document.


For example:
Action History for Requisition:

Approver A      - Submitted
Approver B      - Delegated
Approver C      - Delegated
Approver D      - No action taken
Approver E      - No action taken
Approver F      - No action taken
Approver H      - No action taken
Approver I      - Approved
Approver J      - No action taken       >> it should show as approved
Approver I      - Reserved
