ACTUAL BEHAVIOR

Work orders without labor cost -> there are many work orders completed and labor applied but the cost of labor equal Zero in Work Order Value Summary form (no pending/error transactions for this exist)

EXPECTED BEHAVIOR
-----------------------
Since work order has transactions with cost associated should be able to see relevant cost in Work Order Value Summary form (Actual Labor Cost)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create work order
2. charge resources apply cost
3. complete work order, transactions costed but not actual labor cost presented in Work Order Value Summary form
