Notifications for some Blanket Releases are Incorrectly Sent to Wrong Supplier (Doc ID 2034078.1)

Symptoms

Intermittently, Releases are emailed to the incorrect supplier email address.   This can occur if the unique identifier (PO_RELEASE_ID) matches a PO_HEADER_ID value for a Purchase Order that was also emailed.
