Error "Line Cannot Be Added To Ship Set 1 Because Warehouse Does Not Match With The Set"

On : 12.1.3 version, Transaction Fulfillment

When attempting to enter sales order line after updating the warehouse
the following error occurs.

Line cannot be added to Ship Set 1 because Warehouse does not match with the set

The issue can be reproduced at will with the following steps:
1. Enter Order Header details
2. Enter Order Line with item not available in the default warehouse. (Defaulted on Order header and cascaded to order line)
3. Clear the details from order line
4. Change the warehouse on the Order Header where the to be entered item is available
5. Enter new line with available item
6. Try to save the line

The issue has the following business impact:
Due to this issue, users cannot create sales order line against the warehouse where the item has availability
