Symptoms
The Create Accounting program is showing the following error when attempting to account for an invoice and both the Primary and Secondary Ledger are using encumbrance accounting:

An encumbrance type is required for encumbrance journal entries. Please provide an encumbrance type for the subledger journal entry. The encumbrance_type_id is missing for all invoices and thus preventing completion of the accounting.
The primary ledger encumbrance accounting was created BEFORE encumbrance was enabled for the secondary ledger.
