Terminated Employees Are Pulling Through To The Incorrect Payroll

Find that 4 terminated employees are being included on the "Permanent Payroll" when their assignment shows that they should be on the "Contractors Payroll"
Steps to Reproduce:
The issue can be reproduced at will with the following steps.
1. Navigate to Person > Assignment
2. Query the latest assignment
3. Can see that the payroll is showing as "Redisa Contractors Payroll" CORRECTLY
4. However when the payroll is run they are not included in this, but in the "Redisa Permanent Payroll"
