Receiving TIAA Error "Primary Balance Is Not Unique Across Element Entries" (Doc ID 2035256.1)

Symptoms

On : 12.1.3 version, US Payroll - General

When attempting to process the TIAA Creff report some weekly employee's are on the Exception report
the following error occurs.

ERROR

Primary Balance is not unique across element entries

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Bi-Weekly employee with multiple D_TIAA XXXX ER elements and appear on the TIAA error report.

2. D-TIAA XXXX ER 8%
Employee XXXX
See it three times
 Processed
 Additional Processed Retroactive
 Additional Processed Retroactive

1) Additional Processed Retroactive shows a Pay Value 110.70
2) Additional Processed Retroactive shows a Pay Value 110.70

3. TIAA Creff Exception report
See employee XXXX
  Error Message: Primary Balance is not unique across element entries

4. EXAMPLE #2 – Monthly employee with
multiple D_TIAA XXXX ER elements and DOES NOT appear on the TIAA error
report.

5.Element Entries D_TIAA XXXX ER 8%
Employee - XXXX

1) Additional Processed Retroactive shows a Pay Value 165.45

6. This employee is not on the TIAA Creff Exception Report

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create a TIAA Creff report for the BiWeekly employee's that have multiple ER element entries
