Symptoms

On Oracle Applications 12.1.3,
E-Business Suite Apache servers keep restarting with error:

[Mon Jun 22 19:08:13 2015] [notice] configured -- resuming normal operations
[Mon Jun 22 19:08:13 2015] [notice] Accept mutex: fcntl (Default: fcntl)
[Mon Jun 22 19:12:43 2015] [error] server reached MaxClients setting, consider raising the MaxClients setting
[Mon Jun 22 19:16:23 2015] [warn] [client 172.17.68.3] read request line timed out
[Mon Jun 22 19:16:52 2015] [notice] configured -- resuming normal operations
[Mon Jun 22 19:16:52 2015] [notice] Accept mutex: fcntl (Default: fcntl)
