Install Base Account Number LOV Not Finding Expected Account For Associated Instance Party (Doc ID 2036065.1)

Symptoms

Actual Behavior

When searching for specific account numbers to associate with item instances via the Install Base Assocations tab the expected account numbers are not shown in the LOV

Expected Behavior

Expect to be able to find and associate the entered account number with the item instance

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Oracle Installed Base Agent User > Item Instances > Item Instance
2. Query back item instance and open for update
3. Navigate to Associations tab
4. Click Add Account
5. Search for account by Account Number - account is not found
