Report Bursting With Delivery Channel Set To FILE Creates Files With 640 Permission

Symptoms
Report Bursting is setup to send the output of the report to the Operating System (OS) level file system from the FILE Delivery Channel.
Even though the folder where the report output is saved has 777 permission (full access for Owner, Group and ALL), the saved report still shows 640 (read and write permissions for Owner, Group has read permissions, and ALL has no permission to the file).
ALL has no permission to the file as only the Owner and specific Group has permission.
