Create button is missing from customer bank account

On : 12.2.4 version, Customers Module, Upgrade from 11i to Rel 12.2.4
While navigating to Customer Site Payments, it was observed the Create button for bank account is missing.
STEPS ----------------------- The issue can be reproduced at will with the following steps: 1. Receivables Manager Responsibility 2. Navigation: Customers > Customer 3. Query any customer > click on customer account details > Sites tab 4. Click on Site details > Payment details > the Create Bank Account button is missing
