Create button is missing from customer bank account (Doc ID 2037349.1)

Symptoms

On : 12.2.4 version, Customers Module

Customer has upgraded recently form 11i to Rel 12.2.4. and under the Site Payments the Create button for bank account is missing.


STEPS

The issue can be reproduced at will with the following steps:
1.Receivables Manager Responsibility

2. Navigation: Customers > Customer > query a customer > click on customer account details >Sites tab
3. click on Site details > Payment details > the Create Bank Account button is missing
