While Creating or Copying a Requisition Gets Null Pointer Exception After Applying IE 11 Patches (Doc ID 2037462.1)

Symptoms

On : 12.2.3 version,

 After applying IE11 patches,
the following error occurs.

java.lang.NullPointerException
at oracle.apps.icx.por.req.webui.ReqNumPostProcessCO.processFormRequest(ReqNumPostProcessCO.java:49)
at oracle.apps.fnd.framework.webui.OAWebBeanHelper.processFormRequest(OAWebBeanHelper.java:854)
at oracle.apps.fnd.framework.webui.OAWebBeanContainerHelper.processFormRequest(OAWebBeanContainerHelper.java:407)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to CLM iProcurement Requisition
2. Create a new requisition / copy an exist requisition
3. Click Next
4. Validations trigger
5. Click No
  User gets the exception
