Error "Instance Number is Mandatory" When Attempt To Create Service Request Without Instance Number

Symptoms

On : 12.1.3 version, Depot Setup

When attempting to create Service Request(SR) without instance number.
the following error occurs.

ERROR
-----------------------
"Instance Number is Mandatory".

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Create Service Request/Repair Order form.
2. Entered all information in the SR header and the Repair Type is showing in the Repair Order Information section.
3. Save the SR and the error is thrown
