UNNECESSARY MULTIPLE REQUISITION IMPORT ARE CALLED FROM WIP MASS LOAD (Doc ID 2037856.1)

Symptoms

When customer is running the WIP MASS LOAD in the following steps, then
Multiple Requisition import will be called.
However all of OIF record is processed in the first Requisition import, Other Requisition import is missed swing.

<Steps>
1. Insert Multiple records for release the OSP JOB to OIF at a time.
2. Run WIP MASS LOAD

Currently, they have set the WIP parameter: Requisition Creation Time to At
Job/Schedule Release for Outside Processing.
