Why is the Error AHL_UMP_SR_ALREADY_ASSND Raised When Changing the NR Status to 'Cancelled' ?

For a Non-Routine (NR) which is not associated to a Visit,  need to know why the error AHL_UMP_SR_ALREADY_ASSND (below) is being raised when changing the NR to 'Cancelled' ?

"Cannot change the status since the service request has already been assigned to a visit"
