Deadlock When Running Planning Manager And Receiving Transaction Processor: RVSDL-045: ORA-00060 (Doc ID 2038982.1)

Symptoms

On release 12.1.2, when the programs Planning manager and Receiving Transaction Processor are run simultaneously a a deadlock issue is faced. The Receiving Transaction Processors fails with the following error:

-It only occurs when Planning manager and Receiving Transaction Processor are run simultaneously.
-The Planning Manager has been set incompatible with the Receiving Transaction Manager.

1. Run programs Planning manager and Receiving Transaction Processor simultaneously
