Employees Terminated by Manager Self-Service are Not Automatically Added to the Termination Assignment Set

When an employee is terminated via Manager Self-Service the employee does not get automatically added to the Termination Assignment Set (TERMINATION_ASG_SET)
Only if the employee is terminated via the End Employment Form then the Assignment Set is populated
The issue can be reproduced at will with the following steps:
1. Log in to Manager Self Service
2. Terminate an employee and populate the ROE Reason Code
3. Approve the Termination
4. Verify from the End Employment form that the termination details are correct
5. Check the TERMINATION_ASG_SET and notice the employee is not there
