Insufficient Privileges error after password is expired and is reset

On : 12.1.3 version, Wireless/WAP

On Field Service Wireless, after change password when password expires, the following error occurs:

"Insufficient privileges to access this functionality"

The issue can be reproduced at will with the following steps:
1. Assign a custom responsibility (based on Field Service Wireless) to a user. Do not assign the seeded Field Service Wireless responsibility.
2. When password expires, Field Service Wireless prompts for a password change
3. When enter the new password the reported error occurs
