Service Attributes: Error Calling PIM Procedure EGO_USER_ATTRS_DATA_PUB after SOA Upgrade to 12c (Doc ID 2039159.1)

It is possible to call CS_SERVICEREQUEST_PUB.create_servicerequest (Integrated SOA Gateway) for populating Extensible Attributes.
Extensible Attributes are available as a Public API since R12, so it can be converted to a Web Service using Integration Repository (iRep).

The Procedure/Function: Process SR Extensible Attributes (PROCESS_SR_EXT_ATTRS) is currently available in the Integration Repository responsibility.

After upgrading from 10g to 12c, BPEL calling a procedure on E-Business Suite (EBS) to delete rows in an Extensible Attribute group is not working anymore.
The error occurs in the API for deleting the Extensible Attribute row.

When tracing the API it seems that the error occurs for Package EGO_USER_ATTRS_DATA_PUB when retrieving a row from table EGO_DATA_LEVEL_B.
The issue is regarding using PL/SQL procedure to Access Data for User-Defined Attributes in EBS tables, nevertheless if it's performed using BPEL or other PLSQL client. The issue can be reproduced also using PLSQL client outside BPEL.
