When Creating A New Instance, The Category LOV Shows Duplicate Records

When creating an Instance in Install Base, the Category LOV shows duplicate values.

Expect the LOV to show one row for each unique entry

The issue can be reproduced at will with the following steps:

1. Navigation: Oracle Install Base Agent User >> Item Instance >> Item Instances >> Click on the 'Create' button

2. Enter the Organization ID

3. Enter a Category and click on the LOV (magnifying glass)

4. Observe that there are multiple lines for the same Category
