Symptoms
When starting the Applications Tier processes from the command line or restarting from WLS console, the oacore_servers takes 14-15 minutes to start.
All other processes like forms_server start within a minute.
This can be reproduced with the following steps:
1. The acore_servers take 14-15 minutes to start.
