Getting Error Ora-01403: No Data Found While Changing the Ownership of Install Base Record

When attempting to update instance's owner the following error occurs.

You have encountered an unexpected error in Call_to_Contracts, with error ORA-01403: no data found" while changing the ownership of Install base record.

The issue can be reproduced at will with the following steps:
1. Query up an item instance
2. Change owner
3 Save
