Internal Requisition Quantity Being Overridden With Source Organization Minimum Order Quantity

Symptoms
Quantity of Internal Requisition which was inserted by Min-Max Planning in PO_REQUISITIONS_INTERFACEL_ALL table is being overridden by System with the minimum order quantity specified on the source organization. This caused the internal requisition to be imported with incorrect quantity. The problem is only happening in 12.1.3 after upgraded from 11i, the functionality in working fine in 11i.
The <Note 794974.1> had confirmed the changed functionality is intended design in R12 and suggested with workaround solution, however, the suggested workaround is only suggesting to reduce the minimum order quantity on the source org to a value less than the order qty on the min-max internal Requisition which is not an acceptable workaround:
"The min-max process generate internal Requisitions for varying quantities,
dependent solely on the current qty onhand and the maximum allowable qty
defined for each item. Therefore, that internal requisition quantity could
be any value between the maximum allowable qty (assuming onhand qty is zero)
and the difference between the min and max allowable qty (assuming the qty
onhand is 1 below the min allowed). Clients would always have to set the
reorder qty for every item on their source org to be below that minimum
difference."
