After Patch 20203366 (RPC3) Cartonization Is Not Finding Containers Correctly (Doc ID 2041178.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Applied RPC3 20203366:12.1.0 after that cartonization is not working properly.

The system is not find cartons (containers) to suggest for cartonization even though containers are setup

The Pick release log file shows

As per this pick release log, createCartonList SQL has a condition MSI.MTL_TRANSACTIONS_ENABLED_FLAG IN ('Y','y') but the container items are setup as Non Transactable .

This has been their setup and was working file until RPC3 Patch 20203366 was applied.

EXPECTED BEHAVIOR

Expect the cartonization process to identify the containers correctly even after patch 20203366

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Perform Cartonization Setups for Container and Contained Item correctly. Make sure the Container Items are setup as Non transactable
2. Create an Order for the Contained Item and pick release
3. Notice no containers are recognized.
