Payroll Costing Processes Skipped Runs (Regular Run \ Quick Pay) (Doc ID 2041344.1)

Symptoms

Costing process is processing skipped payroll runs and Quick Pays, even though there are no run results.  This is causing a problem when trying to enter a Final Process Date for a terminated employee because there are future Costing assignment actions.

STEPS
The issue can be reproduced at will with the following steps:

1. Run Payroll or Quick Pay for terminated employee that has no Final Process Date (Regular earnings element is still active).  Assignment is processed, but skipped.
2. Run Costing and find the assignment is processed and an assignment action is created even though no costing lines are produced.
3. Attempt to put a Final Process Date on a termination record but get errors due to future Costing assignment actions.
