R11: PAXPREPR: Deleting a Project with No Budget Gives 'There Is A Budget For This Project' (Doc ID 204193.1)

When trying to delete a project with no budget, the following error is returned:

'There Is A Budget For This Project'

Thus the user is unable to delete the project.
