Performance Issues in the Purchase Order Summary Form when Cancelling An Encumbrance

User it navigating to the PO Summary form. User is cancelling encumbered shipments and it is taking up to 2 minutes sometimes to return control to the form.
1. Login to the E-Business Suite and choose the Purchasing Module.
2. Go to po summary form
3. Query the po shipment
4. CLICK "CONTROL-ACTIONS" from the top menu and choose "CANCEL RELEASE SHIPMENT"
5. This will then cause the application to hang for > 2 minutes
