After Upgrade EXC: Transaction Exception Details By GL Period report has no LOV for GL Periods (Doc ID 2042669.1)

Upgraded from to 12.1.3.

Pull up the EXC: Transaction Exception Details by GL Period report.  No GL Periods are shown in the LOV.  

The profile option, PA: Enable Enhanced Period Processing, has been set to Yes.  

The workaround noted in Bug 20865997 did not work.  The workaround tried from bug 20865997:

a. Login into application with System Administration responsibility (NOT System Administrator)
b. Navigate: >System Administration>System Administration
c. Navigate: Concurrent -> Programs
d. Enter Program=EXC: Transaction Exception Details by GL Period
e. Click on Update pencil icon of your program
f. Under 'Update Concurrent Program' region, select Request tab
g. Under 'Request Setting' region, select 'Single' from the drop down of 'Operating Unit Mode' field
h. Save changes by clicking on 'Apply' button.
i. Retest the EXC: Transaction Exception Details by GL Period report.
