Found reference to this error in your KnowledgeBase, Doc ID 1562283.1. This document states the cause as a permissions issue within the 3.6.1 Library, and states solution as "System and Standard folders have READ permissions. Grant the account running the installation MODIFY permission to these documents. Re-run the upgrade".
The account I'm using to run the upgrade, as well as the admin library account I specified on the upgrade dialog both have Developer Admin role. Also, both of these Windows accounts have full permissions on the Developer and Content file systems on the server.
I cannot log in using Developer 3.6.1 client any longer, as the upgrade process already changed the app pool name for ODSContent and the virtual folder paths to the 11.1 version values. I manually reverted the ODSContent and virtual folder paths to the 3.6.1 configuration, but it still will not log in. When I try and edit the profile it just says there is a server error.
The Developer client software will open, but does so in a disconnected state, therefore it will not let me change folder permissions via the Administration menu in Developer client.
