Symptoms
When attempting to submit the Bank Statement Loader program for bank file with a timestamp of 2400 the following error occurs:

ORACLE error 6503 in FDPSTP
Cause: FDPSTP failed due to ORA-06503: PL/SQL: Function returned without value
ORA-06512: at "APPS.CE_BANK_STATEMENT_LOADER", line 3615
ORA-06512: at line 1
The SQL statement being executed at the time of the error was: SEL
STEPS

The issue can be reproduced at will with the following steps:
1. Other/Concurrent Request
2. Submit the Bank Statement Loader
