Symptoms

 Trying to open a funding workbench in Project Contracts, clicked in the second flexfield and  selecting Allocations and making an update to a funding line received the error.

FRM-40735: ON-LOCK trigger raised unhandled exception ORA-04062

Also, when selecting Allocations and making an update to a funding line (any update) we get the same error.

Error message:

FRM-40735: ON-LOCK trigger raised unhandled exception ORA-04062

Changes

 Upgraded 12.1.3 instance to 12.2.4
