Ldapbind For OID User Created Through EBS FND_USER Fails (Doc ID 2043689.1)

Symptoms

On Oracle Applications 12.1.3 version, OID SSO Technologies

Actual Behavior
In E-Business Suite (EBS) Oracle Internet Directory(OID) integration creating user in E-Business Suite is successful.  However the user cannot authenticate with password use in EBS in OID.  Even ldapbind does not work.  The user can only login after the password was change in Oracle Directory Services Manager (ODSM).


Expected Behavior
User created in E business suite should sync password to OID

The issue can be reproduced at will with the following steps:
1. Log into E-Business Suite with system administrator responsibility.
2. Navigate: Security > User Define
3. Create a new user.

The issue has the following business impact:
Due to this issue, users creation needs manual intervention of changing password.
