Sourcing RFQ Award to Create A Blanket Purchase Agreement end in System Error (Doc ID 2043734.1)

On Sourcing RFQ (Request for Quote) Award, get error when attempting to create a Blanket Purchase Agreement.

Upon Completion of Sourcing RFQ Award process at the time of Creation of Blanket Purchase Agreement - BPA, the system throws a system error message.

ERROR

"Purchase Order Creation could not be initiated. Please check with your system administrator"
FND LOG Shows the message

STEPS

The issue can be reproduced at will with the following steps:
1. Create RFQ with Outcome of RFQ as BPA (Blanket Purchase Agreement)
2. Enter the Release method.  Select Enable automatic sourcing and Update sourcing rule and click on Submit.
3. Get the above error message and notification.
