Sales Order Header Level Cascading Attributes to Line Level

Users are attempting to cascade Sales Order header Level changes to the line Level and experience the following:
Order #1 - The customers default shipping method " XXX BEST WAY GROUND " defaulted into the header. Entered a line and this same shipping method " XXX BEST WAY GROUND" defaulted. Users then change the ship method on the header and it defaults to the line.
Order #2 - The customer default shipping method " XXX BEST WAY GROUND " defaulted into the header. User changes the shipping method to "XXX 3 Day Select" on the header, and navigates to the line. On the line, the " XXX BEST WAY GROUND" NOT "XXX 3 Day Select" defaults into the line.
OM: Sales Order Form: Cascade Header Changes is Automatic, Default Ship method Coming on Line Level Correctly, If Customer Change Ship method at Header level same is not cascade at Line Level.
