Is it Possible To Create A CMA With Not Like, Not Equal To Condition? (Doc ID 2044469.1)

Goal

On : 12.1.3 version, Territory Assignment

JTY_CUST_QUAL_PKG.CREATE_QUAL API has the signature to create the LIKE , EQUAL and BETWEEN only.Doesn't have "NOT".
The table JTF_QUAL_USGS_ALL has the fields (OP_NOT_EQL,OP_NOT_LIKE).

 

Is it possible to create a CMA with NOT contains and NOT Equals?
