International Payroll: Why Doesn't the 'Payslip Report (Generic)' Process Provide Any Output Even After Running Payroll Archiver?

Information in this document applies to any platform.
We are currently running on International Payroll and need to run the the 'Payslip Report (Generic)'.
But running the Payslip Report (Generic) does not provide any output even after following the below sequential steps:
1. Payroll Run
3. Direct Deposit (International)
4. Payroll Archiver (International Payroll)
5. Payslip Report (Generic).
Why isn't there any output?
