Symptoms

Cannot apply 'Cancel' control action to Purchase Order (PO) which in "Rejected" and "Unreserve" status in Encumbrance enabled environment due to error

"Please undo the changes to the document in the current revision before taking the cancel action"

Reproducible Steps

1. Navigation = Purchase Orders > Purchase Order Summary
2. Query PO that is in "Rejected" and "Unreserve" status
3. Applying 'Cancel PO' Control action via 'Tools > Controls'
4. Error "Please undo the change .." prompted
