List of Values for Operating Unit Field Shows Error "FRM-41830: List of values contains no entries" in System Options Form (Doc ID 2045390.1)

Symptoms

When attempting to choose the list of values for the operating unit in System Options
the following error occurs:


ERROR
-----------------------
FRM-41830: List of values contains no entries

STEPS TO REPRODUCE:

The issue can be reproduced at will with the following steps:
        1. Responsibility: Receivables Manager
        2. Navigation:       Setup >  System >  System Options
 
Using blind query, F11 Control F11, the system returns all operating units
