Records with Closed Projects can be Deleted in Timekeeper (Doc ID 2045896.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Timekeeper allows deletion of Timecard records that has closed projects.
When trying to change the time record, the system correctly refuses to process the change, but when deleted the change is processed without any restriction or error message.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Timekeeper Entry
2. Delete Timecard entry with closed project
3. Approve timecard and it gets transferred to Projects.
