Retro-Notifications Report (Enhanced) Does Not Pick Up Absences or Element Entries with One Day Duration (Doc ID 2045899.1)

It is found that 'Retro-Notifications Report (Enhanced) - PDF' does not pick up retroactive changes in which the duration of the element entry is only one day.

This can happen for absences with one day's duration, or element entries that have the start and end dates of the same day.  Also, if a retroactive element entry update is made on the last day of a pay period, the change will not be picked up by Retro-Notifications Report (Enhanced).

The issue can be reproduced at will with the following steps:
1. Create an absence entry or element entry with one day's duration in a prior processed period. (Element entry updated at the last day of the pay period)
2. Run Retro-Notifications Report (Enhanced) and find no entry has been picked by the process.
3. Run Retropay (Enhanced) and find no entry has been created.
