ACTUAL BEHAVIOR
---------------
A Treasury settlement is not available to reconcile in Cash Management.


EXPECTED BEHAVIOR
-----------------------
The settlement should be available to reconcile.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. (N) Submit Requests

2. Submit the Transactions Available for Reconciliation report and no settlements are showing as available.
